Per State Law, Fire Commissioners are elected to set Agency policy, adopt an annual budget and oversee the Fire Chief.

A five-member Board of Commissioners administers East County Fire & Rescue. The board meets twice each month, on the first and third Tuesdays of each month at 7:00 PM—usually at Station 91 (next door to Grove Field).  Commissioner Meetings are open to the public.  The Board of Commissioners allows public comment on matters before them.  All public comment should be made in accordance with the published Citizen Comment Guidelines.

Term Ends 2017

I have served the citizens of ECFR as one of your Commissioners for 34 years.  I also serve as President of the Clark County Fire Commissioners Association. 

During my working years, I held a number of Management positions with a couple of different companies.  I am now retired from the working-day life and devote my time to serving the Citizens of ECFR; and when I am not doing that, I enjoy playing golf, working in my wood shop and traveling with my Wife.

 

Vic Rasmussen

Term Ends 2013

Vic is a lifelong resident of Camas, living on a portion of a farm that has been in his family since the 1890s. Vic and his wife Laurie (Lightheart) have been married for 44 years and have two daughters; Amee, who works for the City of Camas; and Alisa who is a first grade teacher at Gause Elementary School in Washougal. They also have two granddaughters; Annabelle, 13, and Abbie 5, who both attend Camas schools.  

Vic retired from CZ/GP in the Fall of 2006, and currently works for Robertson & Olson Construction, in Camas, as a heavy equipment mechanic. 

Vic has been a Fire Commissioner with Clark County Fire District #9/East County Fire & Rescue since 1982. 

Vic's interests include his family, camping, ATVs, remodeling (ongoing since 1969), and cars.  Vic & Laurie attend many car shows/cruise-ins showing their restored 1966 Chevelle SS-396.

George (Jack) F. Hoober

Term Ends 2015

George “Jack” Hoober is currently serving his 13th year as a Fire Commissioner, including three years as Chair for Fire District One. He participated in the consolidation of Fire Districts One and Nine into East County Fire and Rescue. He served as the Clark County Fire Commissioners representative to the CRCA (CRESA) Board, and is currently serving on the East County Ambulance Advisory Board.

Hoober is a former US Naval Aviator, and a retired United Airlines Pilot. He holds a BSEE from Purdue University, and was an engineer on the Apollo Space Program.

He and his wife, Nancy, started the CERT emergency preparedness program in 2003, which also resulted in the establishment of the Emergency Response/Support Team.

Jack and his wife have lived in the district for 20 years.

Mike Berg

Term Ends 2015

Mike Berg was elected to the East County Fire & Rescue Board of Fire Commissioners in the Fall of 2009.  His six year term began January 1, 2010.

Mike Berg was in the Navy for four years.  He started his professional career with Fire District 4, continuing after a District merge.  Today he is with Vancouver Fire Department, and has been a professional fire fighter for 34 years. 

 

Martha Martin

Term Ends 2013

Martha was appointed to this position, which has an unexpired term that ends in 2017. 

The position will be on the ballot in 2013 to complete the term.

Dr. Martha Martin grew up in Washougal, graduating from Washougal High School.  She has Bachelor Degrees in Music and Psychology, a Masters in Counseling, and a Doctorate in Psychology.  She is a psychologist in private practice in Washougal, is married to Richard Hamby, and has one son and grandson. 

Dr. Martin was ECFR Citizen Liaison for over two years, and past Board Member of the Camas-Washougal Chamber, Concerned Citizens In Action (President 2007-2011), and Clark County Arts Commission; and is a current Board Member of the Parkersville Heritage Foundation. Dr. Martin was appointed by the ECFR Board of Commissioners on May 1, 2012 to fill vacated Position No. 4, serving until the 2013 General Election.
